PURPOSE:
To appropriate $12,162.00 from the District 6 Reserve for Appropriations to Urban3 to assist with community engagement on the importance of land economics in planning, zoning, and placemaking decisions. In preparation, Urban3 will analyze land use types within selected focus areas of DeKalb County, gather property tax data, examine the sources and uses for county finances and catalog the mechanisms that fund local services, infrastructure, and capital projects. These analyses will inform an evaluation of the fiscal impacts on the county for various development alternatives on site. These examples will be shared as results in a final presentation to community members. All deliverables are outlined in the proposal.

NEED/IMPACT:
The goal of Urban3's presentations and community engagement strategies are to change the way people think about the cost of development and the value of land. With land becoming a scarce resource in the county, DeKalb must be thoughtful of how it will develop and grow into the future. Ensuring this information is accessible and digestible to community members as well as receiving their goals for the county is crucial in thoughtful planning. This work also builds on the approved agenda item 2023-0524 Village Conservation initiative that finds solutions for development that also prioritize conservation and walkability. The Village Conservation initiative is outlined in DeKalb County's 2050 Plan.
