RES - Rescission of Award under ITB No. 23-101581 Juvenile Justice Center Canopy Installation: for use by the Department of Facilities Management (FM). Consists of construction services for the installation of a canopy over the Judges’ parking lot at the DeKalb County Juvenile Justice Center. This request seeks to rescind the award to Greenheart Construction, Inc. and re-award to the next lowest, responsive and responsible bidder, Brad Construction Company II, LLC. Amount Not To Exceed: $443,831.19.

PURPOSE:
Awarded by the BOC on October 24, 2023, for an amount not to exceed $401,905.00. After the award was approved by the BOC, FM and Purchasing & Contracting were informed by PW- Roads & Drainage (R&D) of poor performances by the vendor on a project of a similar nature. Despite efforts to resolve the performance issues, R&D was unable to achieve satisfactory results. This request seeks to rescind the initial award and re-award to the next lowest bidder, who is responsive and responsible.

ADDITIONAL INFORMATION:
1. Funding: General (FM)
2. Justification: The awarded vendor provided poor performance for another project of a similar nature for R&D, despite efforts made to resolve performance issues. Due to this, the recission of award is being requested by FM.
