STAFF ANALYSIS: The applicant, LMPSF Acquisitions, LLC c/o Troutman Pepper Locke, LLP is seeking to rezone the subject site from C-2 (General Commercial) zoning district to HR-1 (High Density Residential-1) zoning district. The rezoning will allow a multi-family residential development including two (2) three (3) story apartment buildings (60 units each) and "paired home" units (192 units) which are in the style of single- family attached homes when facing either the front or rear of the unit. A maximum of three hundred and fourteen (314) dwelling units are proposed.
