PURPOSE:
To consider accepting and appropriating $519,148.24 into a newly established CIP account for the implementation of the MARTA Bus Rapid Transit (BRT) and Traffic Signal Priority Control system for Candler Road; and, Authorize the Chief Executive Officer to execute the sub-grant agreement and project time extension.

NEED/IMPACT:
As a result of DeKalb County and MARTA's successful implementation of traffic signal priority control for MARTA busses on Candler Road in 1999, and more recently on Memorial Drive and Buford Highway, DeKalb County requested, and has been authorized by the Federal Transit Authority, (FTA), to use the remaining project fund balance, $519,148.24, to reestablish the BRT project on Candler Road, our original, first in the nation project. The discretionary earmark in the amount of $519,148.24 represents 80% of the Section 5309 Grant Project funding total, with the remaining 20% provided from a local match. DeKalb County will provide the local match in the form of (in-kind) services. County staff will be providing the labor, design, and technical support to modify the traffic signals involved in the project and install the Traffic Signal Priority Control equipment on the signals and in the MARTA busses. The funds will be distributed to DeKalb County through MARTA as outlined in the attached Sub Grant Agreement.
The Memorial Drive, and Buford Highway projects have received two awards for Out of the Box thinking and this summer received the Project of the Year award from the Georgia Public Works Association.
