PURPOSE:
Recreation, Parks and Cultural Affairs requests approval of the use of JOC Construction for emergency bridge repairs at Sugar Creek Golf Course Park. Two bridges at Sugar Golf Course which provide access for maintenance vehicles and golf carts have severe eroded embankments and due to unprecedented recent storm events have deteriorated to the level of being unsafe and cannot be utilized at any capacity.
NEED/IMPACT:
Sugar Creek Golf Course has been severely impacted by the recent flash flooding conditions in DeKalb County. RPCA requested to utilize a statewide contract to make necessary repairs to two bridges located at the golf course. At this time, further storm events have continued to erode the embankments which is undermining the cart path and could result in portions of the bridge abutment from disconnecting itself to the surrounding earthwork.
Any further delay in construction for remedy and repair will result in higher construction costs, additional revenue loss, and extended delay in opening the golf course.
FISCAL IMPACT:
The estimated cost of $457,936 is funded by the hotel/motel fund in the 2020 budget

Recommended Action
To approve the resolution to use JOC Construction for bridge repairs at Sugar Creek Golf Course Park utilizing the statewide contract at an amount not to exceed $457,936; and authorize the chief executive officer to execute all necessary documents.
