PURPOSE:

An IGA to transfer a portion of the Coronavirus Relief Funds received by DeKalb County under the United States CARES Act from DeKalb County to the City of Brookhaven for services, facilities and equipment to provide support and relief from the ongoing public health and economic development emergency.

 

NEED/IMPACT:

Public relief is needed to counter the public health and economic impact of the Coronavirus on the County. This IGA will transfer funds received by DeKalb County under the CARES Act to the City of Brookhaven, as they did not receive any CARES Act funding directly from the federal government or the State of Georgia. The City will provide services, facilities and equipment to ameliorate the devastating effects of this pandemic.

The attached August 25, 2020 IGA revises:

 

o Section 7 to provide the County with a straightforward mechanism for recovery of Cares Act money misspent by the City, as determined by the federal or state government;

o Section 5 to require the City to provide a list of projects within 30 days of receipt of funds;

o Section 2 to allow the City until December 20, 2020 to expend the funds; and

o Section 6 to require the City to provide its CAFR to the County for each year funds are received or used.

 

The clean and red-line copies of the August 25, 2020 IGA are attached showing changes from the August 6,

2020 draft previously submitted by the City

 

FISCAL IMPACT:

Transfer $6,300,934.00 of the CARES Act’s Coronavirus Relief Fund from DeKalb County to the city of

Brookhaven and distribute said funds in the manner prescribed within the IGA.
