CO - Change Order No. 5 to Contract No. 07-901001 Engineering Services for Snapfinger and Pole Bridge Creek Wastewater Treatment Plant Expansion: for use by the Department of Watershed Management (DWM). This contract consists of providing professional engineering services to Pole Bridge Creek Wastewater Treatment Plant and the Phase 2 expansion of the Snapfinger Advanced Wastewater Treatment Facility. This request seeks approval of the change order request and the basic contract amendment terms incorporating the change order request, with permission to execute the contract amendment in a form acceptable to the County Attorney. The request includes revisions to the existing scope of work and an increase in the scope of work, funding, and the contract term through September 30, 2025. Awarded to Parsons Water & Infrastructure, Inc. Amount Not To Exceed: $5,464,563.00.

PURPOSE:
Awarded by the BOC on December 11, 2007 for an amount not to exceed $29,966,822.00. On October 14, 2008, the BOC approved Change Order No.1 to modify the existing rate structure, labor classifications and scope of work. On January 22, 2013, the BOC approved Change Order No. 2 to re-allocate $7,689,758.00 of the remaining funds from the original not to exceed Contract Amount to the Snapfinger construction phase. On February 25, 2016, the BOC approved Change Order No. 3 to increase funding in an amount not to exceed $6,000,000.00 and the contract term through May 19, 2023. On July 23, 2019, the BOC approved Change Order No. 4 to increase the scope of work and funding in an amount not to exceed $1,129,255.00. This request will allow for the continuation of engineering services in support of construction services to expand the Snapfinger Advanced Wastewater Treatment Facility. This request primarily authorizes the continuation of Task 0: Project Management; Task 5: Construction Phase; Task 6: Post Construction Phase; and Task 7: Additional Services. Additionally, this request removes from Task 5: the receipt, review, and determination of schedule acceptability; the evaluation and determination of acceptance of proposed substitutes or equal materials and equipment; payment application determinations; and the receipt, review, and transmittal of contractor’s completion documents. Lastly, this request authorizes new tasks such as Task 5: provision of the final notice of acceptability of work to the Georgia Environmental Protection Division; Task 7: assistance to the County in developing procedures for operation and maintenance of equipment and systems; and under Task 8: involvement in the UV system upgrade.
