PURPOSE:
To consider accepting and appropriating up to $400,000 of GDOT Local Maintenance and Improvement Grant (LMIG) Funds for design and construction of a roundabout at the East Rock Springs Road at Cumberland Road / Beech Valley Way intersection;
To consider reserving $300,000 of SPLOST funds from line 1B - Federal and State Transportation Project Match Funds for Transportation Purposes for the East Rock Springs Road roundabout;
To consider reserving $575,000 of SPLOST funds from line 1D - Transportation Enhancements for improvements on North Decatur Road between Lullwater Road and East Rock Springs Road; and
To consider authorizing the Chief Executive Officer to execute all necessary documents for completion of this project.

NEED/IMPACT:
North Decatur Road and East Rock Springs Road carry a significant amount of vehicular traffic through neighborhoods where pedestrians are active. Both streets have a history of excessive speeds by drivers. The proposed roundabout at the East Rock Springs Road at Cumberland Road / Beech Valley Way intersection and the proposed mini-roundabouts on North Decatur Road at the Springdale Road and Oakdale Road intersections are intended to calm traffic and improve operations and safety. Neither North Decatur Road (minor arterial) nor East Rock Springs Road (collector) is eligible for the county's traffic calming program based on their roadway classifications. The proposed LMIG funding is in addition to what is normally allocated to the county and used for roadway resurfacing.
