PURPOSE:
To consider authorizing the payment of $95,963.00 to Norfolk Southern Railway Company for construction phase services related to the proposed railroad quiet zone; and
To consider accepting $95,963.00 from Blackhall Studios to go toward Norfolk Southern Railway Company construction phase costs; and
To consider authorizing the Chief Executive Officer to execute all documents necessary to implement the quiet zone.
NEED/IMPACT:
On May 8, 2018, the Board of Commissioners approved an agenda item authorizing the closure of Old Constitution Road to facilitate the establishment of a railroad quiet zone at Fayetteville Road, Constitution Road, and Henrico Road. On July 10, 2018, the Board of Commissioners authorized payment of $13,979 to Norfolk Southern Railway Company for engineering services with funds accepted from Blackhall Studios. Establishment of the quiet zone will require medians on the approaches to these crossings that will be installed by Blackhall Studios at their expense. Norfolk Southern’s construction phase services will include construction oversight, flagging services, and some track work at the Constitution Road crossing.
FISCAL IMPACT:
No cost to the county.

Recommended Action
