PURPOSE:

To accept “FY2022 Law Enforcement Training Program Grant” on behalf of the DeKalb County Sheriff’s Office for the purpose of providing Atlanta Metropolitan Law Enforcement Agencies with an opportunity to train in real-time immersive scenarios that will prepare these officers for sustainable community policing that will be more responsive to the needs of the communities they serve. For many years, The DeKalb County Government has supported the community-based objectives of the DeKalb County Sheriff’s Office (DKSO). DeKalb County has a long and deeply rooted history of support for projects of this magnitude that can stem the rising tide of community concerns with de-escalation and community policing within the Atlanta Metro area

NEED/IMPACT:

Based on the high level of recidivism that exists within the Atlanta Metropolitan Area, with studies estimating it to be close to 50% for three-year recidivism, there is a high probability that DeKalb County officers will be engaging with individuals who have prior experience with law enforcement and incarceration.  Thus, encounters are more likely to escalate unless officers have specific training in de-escalation techniques with a keen focus on the value of community policing and building public trust. This project will become a self-sustaining training unit for the DeKalb County Sheriff’s Office (DKSO) because the capacity to continue to train at this level is already in place. With the support of the DeKalb County Government, DKSO will continue to build and add value to its community policing programs by training officers on how to safely engage communities and respect their values through virtual training.  Therefore, increasing the number of law enforcement agencies that will want to participate and continue to train because these agencies care about the communities that they serve.

FISCAL IMPACT:

All costs associated with the “FY2022 Law Enforcement Training Program Grant Proposal”, will be afforded by said grant. This grant will have zero impact on the fiscal year budget. DeKalb County Government will receive $199,500 on behalf of the DeKalb County Sheriff’s Office.
