PURPOSE:
To assist low-income families and individuals who are experiencing hardships and having difficulty paying their water and sewer bills; and provides assistance to residents living in the Department of Watershed Management DeKalb County service area for plumbing and sewer repairs and also provides assistance to customers with plumbing problems and with the installation of water conservation devices. After research of agencies available to administer programs of this nature, it was determined that Nehemiah Project Community Development Corporation has the necessary experience through its successful management of a similar program in the City of Atlanta and the necessary structure in place to quickly meet the County's needs in a timely manner.

NEED/IMPACT:
Water and sewer rates throughout the country are rising due to the costs of meeting increasingly stringent state and federal environmental regulations; and, the County has a separate funding sourced for the DeKalb Cares Plumbing Repair and Water Conservation Program is maintained from American Rescue Plan Care & Conserve Assistance Grant Funds and is funded through Department of Watershed Management.


FISCAL IMPACT:
Up to Five Million Dollars and Zero Cents ($5,000,000.00) for a term of two (2) years. DeKalb Cares shall allow for a reasonable application period. Grants under the Program shall be made until such time that the budget allocated for the Program is exhausted, but no later than ninety (60) days after DCPRCP closes the application period.
