PURPOSE:

To consider approving the 2022 implementation process for utilizing Community Development Block Grant (CDBG) funds that have been designated for Youth Programs in the amount not to exceed $80,000 and to authorize the Finance Department to make payments to the Board of Health, who will assist in administering the program.

 

NEED/IMPACT:

CDBG funds will provide expanded opportunities for youth from low-moderate income families to participate in positive recreational and educational programs during the summer utilizing the Summer Voucher Program.  2022 funds anticipated from the CDBG Federal allocation:

 

                     $80,000 - (CDBG funds and CDBG Program Income)

 

This program will be available to youth from families who are 80% or less of the median family income. Eighty percent of the median family income for a family of four is $68,950, in 2021*.  Implementation of a voucher system for recreational and educational programs will empower the families to select programs of their choice from a list of participating agencies.  In addition, with the use of these funds the Parks and Recreation Department can provide additional camp scholarships to income eligible families who utilize the DeKalb County Parks and Recreation Camps during the summer.  This implementation process will maximize the number of youths served by the program.  In 2021, the program served approximately 245 youth utilizing 10 program providers.

 

*DeKalb County Community Development has not received the HUD income limit for 2022. The 2022 income limits for 80% or less of the median family income will be used for the Summer Voucher Program 2022 if released prior to May 2022.  Otherwise, the income limits for 2021 will be utilized for the program.

FISCAL IMPACT:

No Cost to the County.

Recommended Action

To approve the 2022 implementation process for utilizing Community Development Block Grant (CDBG) funds that will be designated for Youth Programs in the amount not to exceed $80,000; and authorize the Finance Department to inter-fund the Department of Recreation, Parks & Cultural Affairs, and to make payments to the Board of Health for assistance in administering the program.
