PURPOSE:
To consider entering into an Intergovernmental Agreement with the City of Stonecrest for conducting a scoping study for improvements to Panola Road from Fairington Road to south of Brown's Mill Road;
To consider accepting and appropriating up to $200,000.00 from the City of Stonecrest per the terms of the proposed Intergovernmental Agreement;
To consider reserving $200,000.00 of SPLOST funds from line 1B - Federal and State Transportation Project Match Funds for Transportation Purposes; and
To consider authorizing the Chief Executive Officer to execute all necessary documents for completion of this project.
NEED/IMPACT:
Panola Road is an important north-south corridor in south DeKalb County. Prior to creation of the City of Stonecrest, DeKalb County worked with GDOT on the design of improvements to Panola Road. Proposed improvements from that effort exceed funding capabilities for the city and county. The proposed scoping study will provide an updated traffic analysis and evaluate alternative roadway improvements. The final product will be a GDOT concept report for the preferred alternative that will facilitate seeking GDOT project funding. The proposed IGA calls for the City of Stonecrest to reimburse the county for 50 percent of the cost up to $200,000.00.
FISCAL IMPACT:
The county share of the cost is proposed to be funded from SPLOST line 1B.
