PURPOSE:
To consider authorizing a reciprocal easement agreement between DeKalb County and Henrico183 LLC for park improvement and economic development purposes.
NEED/IMPACT:
This Reciprocal Easement Agreement will allow Henrico 183 LLC access to its property so that it can be developed as a film production complex (Henrico Property). The County owns property adjacent to the Henrico Property that is in need of further development for park purposes. This Easement Agreement will allow Henrico to use the easement area to construct two permanent bridges and roadways, one of which will be open to public access if the County so desires. Additionally, Henrico 183 LLC will expand and develop walking trail enhancements on the County’s property.
FISCAL IMPACT:
One Permanent Bridge will be open to the public at County’s option and Henrico 183 LLC will contribute 2 million dollars to be used to develop the walking trial enhancements.

Recommended Action
To approve and enter into the attached reciprocal easement agreement and all other necessary documents in substantially final form acceptable to the County Attorney and authorize the Chief Executive Officer to execute all necessary documents.
