This contract consists of providing on call engineering services that primarily includes engineering studies, design, land surveying, construction administration, and related services for water and wastewater projects under the Capital Improvement Program (CIP) and Consent Decree (CD). This request is to increase contract scope of work and funds. Awarded to Freese and Nichols - Graham Joint Venture. Amount Not To Exceed $350,000.00.

PURPOSE:
Awarded by the BOC on March 8, 2022, to six (6) vendors for a total amount not to exceed $48,000,000.00. These contracts consist of providing on-call engineering services. The scope of services will be in furtherance of the following phases: Project Management; Basis of Design Report (BDR) including 10% design; Survey/Subsurface Utility Engineering (SUE); Geotechnical Engineering; (30%) percent design and constructability review; 60% Construction Documents; (90%) percent Contract Documents and Permitting; Final Design (100 % Construction Plans); Bidding and Negotiating; Construction Administration; Post Construction, Start-Up and System Performance Guarantee; and Additional Services as Requested. These contracts will provide on call and as needed engineering services to support the County’s Watershed Management Engineering staff. This request seeks to increase the contract scope of work and funds to allow for the completion of the Riverwood Drive Flood Mitigation Study that will develop detailed hydrologic and hydraulic models of the existing conditions in the project area. The information yielded in this study phase will aid in the development of alternatives for strategy to reduce flooding in the County.

Recommend approval of Change Order No. 1 with:
Freese and Nichols - Graham Joint Venture, 1979 Lakeside Parkway, Ste 180, Tucker, GA 30084
Amount Not To Exceed: $350,000.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
