PURPOSE:
To appropriate District 7 reserves in the amount of $46,000 to the United Way of Greater Atlanta for the AARP Foundation Experience Corps Program in Stone Mountain Elementary School.
NEED/IMPACT:
To approve an appropriation of $46,000 from the America Rescue Plan grant funds assigned to the account reserved for District 7 to the United Way of Greater Atlanta for the AARP Foundation Experience Corps Program, which is an intergenerational volunteer-based tutoring program that assists children in the DeKalb County Schools with improving their reading level by the end of the third grade. Adults 50 years of age and older serve as volunteers in the program to disrupt the cycle of poverty to make a lasting difference to DeKalb’s most vulnerable children. Milestone scores reported in 2021 and 2022 show that DeKalb County Schools saw double-digit increases in third grade ELA failure rates, as a direct impact from COVID-19. The disruption on student learning in DeKalb County Schools and its lingering effects factor into the low reading scores reported. The AARP Foundation Experience Corps Program is needed to increase reading scores and counter the effects of the COVID-19 pandemic.
FISCAL IMPACT:
To appropriate an amount not to exceed $46,000 from POETA Account # 105744.63258.521209.01.07.602479 to the United Way of Greater Atlanta for the AARP Foundation Experience Corps Program to mitigate the public health emergency created by the COVID-19 pandemic.

Recommended Action
To approve the resolution and authorize the chief executive officer to execute all necessary documents.
