PURPOSE:

East Decatur Greenway (EDG) is a 501(c)3 nonprofit based in Dekalb County. EDG’s properties comprise approximately 3.25 acres in a densely populated area of the county. There is a location on EDG property (1131 North Carter Road) where a ditch has been constructed that channels contaminated stormwater directly into the creek. This ARP funding, appropriated to District 6 POETA Account 105744.63258.521209.01.06.602479, will remediate this condition with a bioswale/rain garden, which is a current best practice in stormwater management.

 

NEED/IMPACT:

Since the pandemic began, EDG has drawn substantially more visitors, since many adults and children work and study at home, and have found EDG an excellent place for rest, exercise, and recreation. Thus, reducing water contaminants to protect the health of Dekalb citizens, particularly children, is even more critical today due to increased traffic in the Greenway.

This District 6 ARP appropriation will provide the funding necessary to build this bioswale as indicated in this agenda item and supporting attachments. The Purchasing Policy defines an emergency as: An emergency exists when there is an imminent threat to the health, welfare or safety of people or property, or when there is a material loss of essential government services. Failure to adequately remediate stormwater runoff and prevent water pooling is a hazard to the health and well-being of  DeKalb County citizens.

Recommended Action

To approve the District 6 ARP appropriation, scope of work and authorize the chief executive officer to execute all necessary documents.
