CO - Change Order No. 1 to Contract No. 1381109 Design/Build Services for Snapfinger Advanced Wastewater Treatment Facility Expansion - Phase 3B Project (UV Disinfection System): for use by the Department of Watershed Management (DWM). This contract consists of providing the design, and furnishing, permitting, constructing, starting up, and successfully commissioning the ultraviolet (UV) disinfection process at the Snapfinger Advanced Wastewater Treatment Facility (AWTF). This request seeks to ratify a previously provided contract term increase. This request also seeks to increase contract scope of work, funding, and contract term through December 31, 2028. Awarded to Morgan Contracting, Inc. Amount Not to Exceed: $1,413,322.17.

PURPOSE:
Awarded by the BOC on June 11, 2024 for an amount not to exceed $4,922,500.00. The design/build contract originally provided UV treatment equipment for a peak flow of 80 million gallons per day (MGD). These services will provide UV disinfection for plant effluent and allow for the decommissioning of the existing chlorine disinfection and de-chlorination processes. The modification to the Consent Decree requires the Snapfinger AWTF have a peak UV treatment capacity of 100 MGD. This request seeks to ratify a previously provided contract term increase. This request also seeks to increase contract funds, contract term through December 31, 2028 and scope of work to allow the County to build out the UV treatment process with equipment for a peak flow of 100 MGD. Retiring the hazardous gaseous chlorine will provide the County significant health and safety benefits, and increasing the capacity to 100 MGD allows the County to remain compliant with the Modified Consent Decree.
RECOMMENDATION:
Recommended Action
Recommend approval of Change Order No. 1 with:
Morgan Contracting, Inc., 900 Dutch Valley Drive, Knoxville, TN 37918
and authorize the Chief Executive Officer to execute the change order and all associated documents.
