These contracts consist of stormwater system cleaning, video inspection (CCTV) services and repair. This request seeks to increase the contract funds and term through December 31, 2027, inclusive of price increases. Awarded to Kemi Construction, Co. Inc. and A&S Paving, Inc. Total Amount Not to Exceed: $2,540,686.02.

PURPOSE:
Awarded by the BOC on March 8, 2022, for a total amount not to exceed $2,000,000.00. On July 29, 2024, the BOC approved Change Order No. 1 to increase contract funds for both contracts by a total amount not to exceed $2,400,000.00, and to extend the term of both contracts to December 31, 2026. These contracts consist of stormwater system cleaning, video inspection (CCTV) services and repair. This request seeks to increase contract funds, term through December 31, 2027, and apply a price increase to various line items on each contract. R&D recommends approval of both vendors’ price increase requests due to market trends showing construction industry prices have risen significantly over the past three years from inflation and escalating costs for materials, supplies, and labor. Additionally, this request will provide sufficient funds to align with spending trends throughout the term of both contracts, prevent budget shortfalls, and enable contractors to continue providing stormwater system cleaning, video inspection (CCTV) services, and repairs to the County’s stormwater infrastructure.
This substitute is submitted to revise requested increases, various entries, and supporting documentation.
