PURPOSE:
Intergovernmental Agreement for use and distribution of special purpose local option sales tax (“SPLOST II”) proceeds to Avondale Estates, Lithonia, Pine Lake, and Stone Mountain for each city to complete certain capital outlay and infrastructure improvement projects on its own behalf and as agent for the County, as authorized in the referendum for SPLOST II.
NEED/IMPACT:
The proposed IGA facilitates projects that will improve infrastructure within the County, provide continuing recreational opportunities and benefits, promote tourism and economic development, and bring other substantial benefits to the County and the Municipalities. These stormwater, road and recreation projects serve a public purpose from which the County and the Municipalities, their residents and the surrounding areas will derive substantial benefit. The specific capital outlay, infrastructure improvement projects identified in the attached proposed agreement shall directly benefit the citizens of the respective Municipalities, unincorporated DeKalb County, and ultimately benefit all citizens of DeKalb County.
FISCAL IMPACT:
A total of $8,000,000.00, with $2,000,000.00 each going to the municipalities to the fund the respective projects they will conduct.
RECOMMENDATION:
Recommended Action
Approve the Intergovernmental Agreement for use and distribution of SPLOST II proceeds to Avondale Estates, Lithonia, Pine Lake, and Stone Mountain for each city to complete certain capital outlay and infrastructure improvement projects on its own behalf and as agent for the County and authorize the Chief Executive Officer to execute the agreement in a form approved by the County Attorney.
