PURPOSE:

To consider approving the FY2026 FIFA World Cup Grant Program (FWCGP) from the United States Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA) and subsequently through the Georgia Emergency Management and Homeland Security Agency (GEMA/HS); and
To consider accepting up to $1,487,037 to render services and support projects wholly financed by the FWCGP and appropriating this amount to the grant fund for spending in compliance with the grantor’s requirements; and
To consider authorizing the Chief Executive Officer to approve the resolution and execute the necessary documents.

 

NEED/IMPACT:

The U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate (GPD) launched the FIFA World Cup Grant Program (FWCGP). The FWCGP supports the safe execution of the 2026 FIFA World Cup, by providing local jurisdictions with resources to help fund security activities required to protect players, staff, attendees, venues, and critical infrastructure across the host cities, strengthening them against potential terrorist attacks. Under this subgrant agreement, projects will be completed by the DeKalb County Police Department, DeKalb County Fire Rescue, DeKalb Emergency Management Agency, and the DeKalb County Medical Examiner’s Office.
