RECOMMENDATION:

Recommended Action

COMMUNITY COUNCIL: (Oct. 2026) Full-cycle deferral.

PLANNING COMMISSION: (Nov. 5, 2026) Pending.

PLANNING STAFF: Approval with Conditions.

STAFF ANALYSIS: The subject property is designated as a Suburban (SUB) Character Area. The maps show the Hidden Hills Overlay across South Hairston Road, not on the subject campus. R-85 is identified as an appropriate Suburban district in the 2050 Unified Plan executive summary. The plan supports neighborhood protection, compatible development, pedestrian connections and preservation of natural areas. An expansion of this established institution can be consistent with those policies when its scale, access, screening and drainage protect neighboring residences. Based on review of the criteria in Section 27-7.3.5, Staff recommends “Approval with the attached conditions” of this application. Matching the adjoining R-85 district is consistent with the Suburban policy framework and permits coordinated campus planning, while the following recommended conditions tie development to the reviewed purpose and preserve separate SLUP and development-review requirements.
