PURPOSE:
To consider adopting the attached Resolution and submitting an application to National Parks Services (NPS) via Georgia Department of Natural Resources (GDNR) for consideration of federal funding from the Outdoor Recreation Legacy Partnership (ORLP) for the enhancement project at Tobie Grant Park located at 593 Parkdale Drive, Scottdale, GA 30079, parcel 18 046 01 049; and to authorize the Chief Executive Officer to execute necessary documents related to the application.
NEED/IMPACT:
Land and Water Conservation Fund (LWCF) is America’s premier federal program tasked with safeguarding natural areas, protecting water resources, expanding outdoor recreation opportunities and is responsible for funding grant programs like Outdoor Recreation Legacy Partnership (ORLP) and recently released a call for applications. The Resolution also contains specific project(s) the County seeks to fund, which are taken from DeKalb County Master Plan. ORLP may choose to award funds for all or none of the submitted projects and may also award an amount less than the maximum award applied for by the County. Applications are due to the GDNR by October 2, 2026, to receive consideration. The requested federal funding is $1,900,000 with a proposed local match of $1,900,000.
FISCAL IMPACT:
The local match required for these projects is proposed to be funded from CIP FY2023 and SPLOST I categories: 3G and 3C.

To adopt the attached Resolution and approve the submission of an application to GDNR for consideration of federal funding from the Outdoor Recreation Legacy Partnership (ORLP) for the enhancement project at Tobie Grant Park; and to authorize the Chief Executive Officer and department designee to execute necessary documents related to the application.
