PURPOSE:

To appropriate $15,000 from the 2025 District 2 Reserve for Appropriation to Roots Down to Support the Library Transition Plan

 

NEED/IMPACT:

This project will initiate the transformation of libraries in DeKalb County’s District 2 into inclusive, climate-resilient public spaces. Building on proven success in District 6, the project reimagines libraries as community-centered hubs that connect residents to the land, promote environmental stewardship, and foster educational engagement. The goal is to activate every library in District 2 through site assessments, community input sessions, and strategic planning activities.

This foundational phase will also launch youth engagement through the GreenHive Leadership Program, which trains high school and college students in climate literacy, leadership, and public outreach. Youth participants will lead visibility campaigns, host events, and contribute to storytelling efforts, including creative media and digital outreach. Additionally, the proposal includes a series of public sessions to identify community needs, align internal stakeholders such as Facilities Management and Library Administration, and produce strategic documents that support long-term transformation goals.

The need for this initiative stems from the growing demand for equitable and accessible green spaces that promote both social cohesion and climate resilience. By leveraging the trusted infrastructure of public libraries, the project aims to engage a broad and diverse audience, build workforce capacity among local youth, and position District 2 as a leader in innovative public space planning. The proposed $15,000 investment will generate community momentum, strengthen institutional alignment, and produce funding-ready plans for the library sites. Ultimately, this work lays the groundwork for long-term environmental, educational, and civic impact in the district.

 

FISCAL IMPACT:

An amount not to exceed $15,000 to Roots Down from the Board of Commissioners District 2 Reserve for Appropriation (00202.579002.100.000.0000).

Recommended Action

To approve the allocation and authorize the Chief Executive Officer or her designee to execute all necessary documents.
