PURPOSE:

Consists of providing comprehensive 911 ambulance services, to include: emergency ambulance service, 911 response, ALS and BLS transport, and any other service that is designed to improve efficiencies in the 911 ambulance service system (such as a nurse hotline). Does not consist of non-emergency inter-facility or critical care transport. The County is taking a comprehensive systems approach to the overall emergency medical services (EMS) system of which ambulance services comprise one important part. This approach also calls for the County to maintain EMS coordination, oversight, and accountability, while allowing the contractor’s expertise and entrepreneurial talent to collaborate with the County to manage its day-to-day operations. This model is intended to promote high-quality clinical care, efficiency, economy, reliability, and operational and financial stability. The County also desires to enhance the functional integration between other fire departments, law enforcement, hospitals, healthcare organizations, as well as cities and communities within the County and the ambulance provider(s). Four (4) proposals were received.

Recommend award to the highest scoring proposer who is responsive and responsible:

and authorize the Chief Executive Officer to execute the contract and all associated documents.
