CO - Change Order No. 4 to Contract No. 1081070 Design Build Services for Gravity Sewer System Rehabilitation Replacement & Construction - Package No. 2 (Multiyear): for use by the Department of Watershed Management (DWM). This contract consists of design build services to perform pipe rehabilitation or upsizing to the gravity sewer system. This request is to increase scope of work and contract funds to allow for the completion of work. Awarded to Inliner Solutions, LLC (fka Granite Inliner, LLC). Amount Not To Exceed. $1,789,694.81.

PURPOSE:
Awards by the BOC on April 11, 2017 for an amount not to exceed $26,892,824.98. On June 9, 2020, the BOC approved Change Order No. 1 to extend contract term to June 30, 2021. On April 13, 2021, the BOC approved Change Order No. 2 to increase scope of work, funding and contract term to June 30, 2022. On May 24, 2022, the BOC approved Change Order No. 3 to increase the contract term through December 31, 2023. The design build services primarily include assessments using CCTV and/or TISCIT, cured-in-place pipe lining, pipe and/or manhole point repairs, pipe replacements utilizing either open-cut or pipe-bursting methods, and manhole rehabilitation and/or replacement.
Due to unforeseen soil conditions, the original method of installation directional drilling failed and caused the project to be delayed. The original designed relied on the granite rock being solid. Micro tunneling was approved to minimize delays and meet Environmental Protection Division requirements (EPD). This request is to increase the scope of work and contract term to allow for the completion of existing services and assist in the continued mitigation of sewer spills.

an authorize the Chief Executive Officer to execute the change order and all associated documents.
