PURPOSE:

To consider entering into an agreement with the Federal Railroad Administration (FRA) to provide funding for a concept study for elimination of the at-grade railroad crossing on Constitution Road;
To consider authorizing the acceptance of $460,460.00 from the Federal Railroad Administration for the study;
To consider reserving $115,115.00 of SPLOST I funds from line 1B - Federal and State Transportation Project Matching Funds for Transportation Purposes to match the FRA funds; and
To consider authorizing the Chief Executive Officer to execute the necessary documents pertaining to this project.

 

NEED/IMPACT:

The significant Norfolk Southern rail traffic at the existing at-grade railroad crossing on Constitution Road causes significant disruptions to roadway traffic. The Federal Railroad Administration has awarded DeKalb County $460,460.00 to study how the roadway and/or track could be modified to create a grade separated crossing.  The study will be performed in coordination with the Metro South Community Improvement District. Completion of the study may make DeKalb County eligible for future FRA implementation funds.

 

FISCAL IMPACT:

The $115,115.00 local match is proposed to be funded from SPLOST I line 1B.

Recommended Action
