PURPOSE:

DeKalb County has demonstrated a proven record in providing Emergency Rental Assistance to eligible DeKalb Citizens that have been impacted by the COVID-19 pandemic. In order to allocate the remaining Emergency Rental Assistance funding, the County plans to initiate the DeKalb County Integrated Community Care Initiative (Formerly DeKalb Tenant Landlord Assistance Coalition -TLAC) to expend the remaining $13,000,000. This task will be accomplished using several experienced DeKalb Non-Profits, the Coordinated Entry Function managed by Community Development, and in collaboration with the HUD approved HOME - ARP program ($7.8 million) also managed by Community Development and approved by the BOC on October 10, 2023.

The aggregate amount of funding to support DeKalb Citizens via this key initiative, “Integrated Community Care Initiative” - ICCI is $20,800,000 when added to the HUD approved HOME - ARP program.

NEED/IMPACT:

The grant funds are to assist DeKalb County citizens who are and continue to experience financial hardships and are unable to pay rent and/or utilities due to the ongoing impact of the COVID-19 global pandemic. This program will continue to prevent and protect families subject to evictions from their rental apartments/ homes.

Payments will be made toward rent and utilities by the various DeKalb Non-Profits. Additionally, the program participants will be provided case management to facilitate housing stability. Through case management, participants will be assessed for eligibility and, if eligible, appropriately referred for unduplicated Supportive Services available under the HUD approved HOME-ARP Program. These services, at a minimum will cover employment assistance / training, mental health services, educational needs, food, childcare, legal services, etc.
