This contract consists of design and construction of various highway projects for the County. This request seeks to add to the contract, the Department of Recreation, Parks and Cultural Affairs (RPCA) and increase the contract amount and term through December 31, 2024. PURPOSE:
Awarded by the BOC on June 10, 2014 to seven (7) vendors for a total amount not to exceed $3,500,000.00. On October 27, 2014, Change Order No. 1 was approved to revise the payment, termination and indemnification provisions. On April 12, 2016, the BOC approved Change Order No. 2 to increase each contract by $300,000.00 for a total amount not to exceed $2,100,000.00. On October 11, 2016, the BOC approved Change Order No. 3 to increase each contract by $300,000.00 for a total amount not to exceed $2,100,000.00. On January 9, 2018, the BOC approved Change Order No. 4 to increase each contract by $500,000.00 for a total amount not to exceed $3,500,000.00. On October 22, 2019, the BOC approved Change Order No. 5 to extend the contracts’ terms through June 30, 2020 to allow for new project assignments to continue. On May 12, 2020, the BOC approved Change Order No. 6 to extend each contract term to December 31, 2020. On December 15, 2020, the BOC approved Change Order No. 7 to extend the term of two (2) contracts for one (1) year to allow for the completion of assignments that are currently in process (Kimley-Horn (Contract No. 14-902868) and STV (Contract No. 974698)). On February 9, 2021, the BOC approved Change Order 8 to increase the amount of Contract No. 14-902868 with Kimley-Horn and Associates, Inc. to provide funding for the completion of work for two projects that are currently in progress (Glenwood Road Sidewalks Phase 3 (Columbia Drive to Covington Highway (SPLOST)) and Glen Emerald Park Dam Repair) not to exceed $1,100,000.00. On January 11, 2022, the BOC approved a ratification to extend the term of Contract 14-902868 with Kimley-Horn and Associates, Inc. through December 31, 2022 to allow for completion of already assigned projects. On October 25, 2022, the BOC approved Change Order No. 10 is to extend the term of Contract 14-902868 with Kimley-Horn and Associates, Inc. through December 31, 2023 to allow for additional work related to completing already assigned projects.
This request seeks to add RPCA to the contract and to increase the contract funds and term through December 31, 2024. This request will allow for the completion of existing assigned projects as well as additional work that includes Glen Emerald Dam, Needham Park Stream Restoration, Glenwood Road Sidewalk, and East Rock Springs Road Roundabout.

Recommend approval of Change Order No. 11 with:
Kimley-Horn and Associates, Inc., 11720 Amber Park Drive, Suite 600, Alpharetta, GA 30009
Amount Not To Exceed: $200,000.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
