PURPOSE:

Term extension of R.M. Richards LLC’s contract for advisory services for RPCA’s CAPRA (accreditation) and grant’s applications, oversight and reporting and other services, as needed for RPCA, for a two-year term which will end on 9/30/2027. 

 

NEED/IMPACT:

The R.M. Richards LLC contract consists of providing continued advisory consulting on project coordination, acquisitions, implementation of the CAPRA regulations to maintain accreditation in 2025 which RPCA was awarded initially in 2020, to manage and report to completion six state grant awards which were executed in 2022 in the amount of $10,863,914.65, two HUD grant awards which were executed in 2025 in the amount of $1,700,000.00 four HUD grant awards which will be executed in 2026 in an undetermined amount, a TAD grant which was executed in 2025 in the amount of $960,000.00 to coordinate with the Department of Natural Resources the conversion process of LCWF properties, coordination and closing of potential acquisitions and to assist and apply for future grants.  This request is to extend and increase the contract for two years at an additional cost NTE $280,000.00 to continue services through 9/30/2027. The consultant will provide advisory services to expand on the strategic plan, which was created during the CAPRA Certification process, assist in managing the 13 awarded grants to completion, and assist in other projects and grant applications as assigned by RPCA management.

 

 

FISCAL IMPACT:

Funded NTE $280,000.00 from RPCA operating budget.

Recommended Action

To approve the term extension of R.M. Richards LLC consulting contract purchase agreement 1266207 to 9/30/2027 and to fund the contract NTE $280,000.00 and authorize the Chief Executive Officer to execute all necessary documents to completion.
