PURPOSE:

Awarded by the BOC on October 25, 2022, for an amount not to exceed $36,894,102.00. The contracts consist of storm drainage system construction services. This Change Order No. 1 is being proposed in order to provide Roads & Drainage the ability to fund projects through these four (4) contracts with a potential future Georgia Environmental Finance Authority (GEFA) Clean Water loan. Additional contractual requirements not included in the original bidding for this project are required to be added to the contracts to make them federally compliant and eligible for financial reimbursement through the GEFA funding. The additional requirements include the Buy America provisions of the Infrastructure Investment and Jobs Act (IIJA), American Iron and Steel (AIS) Requirements and the Davis-Bacon Act (defined by US Department of Labor). The contractors were asked to submit separate pricing to be used for projects that are funded with federal funding in which the above federal requirements would apply. This resulted in an increase to pricing when applicable. As a result, this request seeks to increase the scope of work and contract funds for each contract.
