PURPOSE:

On August 26, 2025, the BOC approved the adoption of the Operational and Performance Assessment and Ratification of Contract No. 2000186 Operational and Performance Assessment Services (Purchasing Policy Exemption) for use by the Chief Executive Officer. As part of the CEO’s commitment to efficient county operations, Mauldin & Jenkins was contracted to assist in determining what organizational and operational policies, practices and procedures can be improved upon and what can be leveraged elsewhere within the County. This contract consists of an assessment of the operation and performance of various County departments.

Mauldin & Jenkins completed the initial work under the contract and has provided the requested proposal for an expanded scope to provide operational assessment of the Department of Watershed Management.

NEED/IMPACT:

The amendment consists of an assessment of the operation and performance of Department of Watershed Management. Assessment services primarily include: review of job roles and responsibilities, governing requirements, standard operating manuals and procedures, organization makeup, and current relevant use of technology and opportunities for automation/enhancement, current culture (inclusive of employee understanding of how their work aligns with the department and the County’s mission and values); comparison of current environment to leading practices and department specific goals; and recommendations for improvement/enhancement of operations. The resulting assessment is purposed to help enhance the efficiency and effectiveness of the department, help ensure compliance with consent decree, and enhance alignment of future operations with current objections. The expanded scope will require an increase to the contract funds and extension of contract term through December 31, 2026. This request includes ratification of a previously provided 90-day contract term extension.

Amount Not to Exceed: $116,530.00.

 

RECOMMENDATION:

Recommended Action

Recommend approval of Amendment No. 1 to Contract No. 2000186, and ratification of a previously provided 90-day term extension, with: Mauldin & Jenkins, LLC, 200 Galleria Parkway SE, Suite 1700, Atlanta, Georgia 30339 and authorize the Chief Executive Officer to execute the amendment and all associated documents.
