Appropriation of Funds for Rockbridge Road Stormwater Management Pond Retrofit

PURPOSE:
To consider appropriating $175,000 of SPLOST funds from line item 1B - Federal and State Transportation Project Matching Funds and $175,000 of Stormwater Utility funds for completion of a stormwater management pond retrofit project on Rockbridge Road; and
To consider authorizing the Chief Executive Officer to execute all necessary documents pertaining to this project.
NEED/IMPACT:
Stormwater runoff from the Rockbridge Road Improvement project that was awarded to E.R. Snell Contractor, Inc. on July 23, 2019 will go to a drainage outfall that has experienced flooding and erosion problems. During the design process it was determined that the road project will result in a minor increase in discharge to this outfall. Several options were looked at to mitigate this increase, including underground detention and a new downstream detention pond. The retrofit of an existing stormwater detention pond (outside of the roadway project limits) was determined to be the best option because it both mitigates the additional runoff generated by the roadway project and serves to alleviate the existing flooding and erosion problems outside of the project, while not requiring the purchase of additional property. Since there is both a project-related benefit and an overall stormwater benefit, it is proposed that the retrofit cost be split evenly between SPLOST and Stormwater Utility funds. Since adding this work to the road project would have resulted in significant delays to the GDOT approval process and additional design costs, construction is proposed to be done separately by A&S Paving under an existing on-call contract for Storm Drainage Infrastructure System Construction. A future change order request from Purchasing and Contracting will include the contract funding for this work.

Funding for the project will be split evenly between SPLOST and Stormwater Utility.
