PURPOSE:

To approve the appointment of CAMELIA H. RUFFIN as a part-time Associate Judge of the Probate Court of DeKalb County, Georgia, and approve the compensation for said position.

NEED/IMPACT:

O.C.G.A. § 15-9-2.1(a)(1) provides:  “The judge of the probate court may appoint one or more individuals to serve as associate judges of the probate court in probate matters on a full-time or part-time basis subject to the approval of the governing authority of the county.  Such associate judges of the probate court shall serve at the pleasure of the judge of the probate court.” The Probate Court currently has one full-time Associate Judge and needs a part-time Associate Judge.  Note:  Comparable Probate Courts: Gwinnett Probate Court has two full-time Associate Judges; Cobb Probate Court has two full-time associate Judges.

FISCAL IMPACT:

Note the cost of the item(s) - if any; also note the fiscal year budget impact to include funding source.

No fiscal impact.  This is a Budget Neutral request.  Attorney Ruffin is currently employed by the Probate Court as a full-time Staff Attorney.  The Court intends to reclassify that position to a part-time Associate Judge position.  Chief Judge Hargrove has discussed this process with HR Director Benita Ransom, and she has confirmed that the reclassification can be handled swiftly.

RECOMMENDATION:

Recommended Action

To approve the Probate Court Pappointment and authorize the Chief Executive Officer or her designee to execute all necessary documents.
