PURPOSE:
To authorize the allocation of $3 million dollars of ARP grant funds, with an option for an additional $3 million dollars ofERA2 grant funds, to the Housing Authority of DeKalb County, Georgia for the creation of Transitional Housing. Further, to direct the COO and County Attorney to negotiate a two phased subrecipient agreement with the Housing Authority to obligate the ARP funds by December 2024. Phase one shall require the Housing Authority to produce a development plan for the creation of the transitional housing by the first quarter of 2025 for approval by the governing authority. Once the development plan is approved, the subrecipient agreement shall allow phase two of the project to commence for the actual creation of the transitional housing. The housing will be created to comply with the regulatory requirements for the use of the grant funds, including but not limited to the proper qualification for those housed in the facility and covenants binding the property.
NEED/IMPACT:
The present demand for housing by those experiencing homelessness and/or facing the threat of homelessness necessitates the creation of transitional housing options. The County may enter a subrecipient agreement to allocate grant funds to the Housing Authority to facilitate the creation of new transitional housing options and thereby "obligate" the ARP grant funds by the end of 2024. The authorized use of ERA2 funds requires the County to meet certain prerequisite requirements such that the County may initially reserve an "option" in the subrecipient agreement for the additional $3 million, at the governing authority's sole discretion, and at the time that such prerequisites are met, the governing authority may exercise that option.

Recommended Action
Authorize the allocation of $3 million dollars, with an option for an additional $3 million dollars, to the Housing Authority, direct the COO and County Attorney to negotiate a two phased subrecipient agreement with the Housing Authority to use the funds for the creation of a County approved development plan to create transitional housing and the ultimate creation of the housing as indicated in the development plan, and authorize the Chief Executive Officer to execute the necessary documents in a form approved by the County Attorney.
