PURPOSE:
To consider approving the implementation plan to open a “North DeKalb County “Day Center at Saint Vincent de Paul - Georgia” to assist DeKalb County citizens experiencing homelessness. Enter into a contract with Saint Vincent de Paul - Georgia to operate said Day Center located at 2050 Chamblee Tucker Road, Atlanta, Georgia, a facility owned by Saint Vincent de Paul-Georgia.
The budget allocation is for a twelve-month period not to exceed $2,221,910. Key facets of the budget cover staff salaries and benefits, food services, facility operations, security, program supplies, furniture/fixtures and equipment, behavioral health, and renovation/infrastructure improvements to the facility. The 10,000-square-foot facility is slated to open in mid-November 2026, subject to the completion of planned renovations and infrastructure improvements
NEED/IMPACT:
The services provided by the “North DeKalb County Day Center at Saint Vincent de Paul - Georgia” will include a safe, welcoming space for adults experiencing homelessness and severe housing instability. The center will offer low barrier access to basic services, restrooms, scheduled showers, meals, phone usage, mail services, behavioral and mental health assistance, case management, employment support, laundry service, job readiness, housing resources, and Telehealth visits.
Claratel Behavioral health will offer a full range of behavioral and mental health assistance, and substance use disorder programs to the underserved citizens. The “North DeKalb Day Center at Saint Vincent de Paul” will prioritize unsheltered/ homeless citizens, however, will also accommodate citizens that are at risk of homelessness. The hours of operation will be six (6) days a week; Monday through Saturday; 9:00 am to 5:00 pm. However, Saturday operations will conclude at 2:00 pm. The maximum daily attendance will not exceed 100 citizens. Transportation will be provided to participants via the County’s FAST Trac Initiative.

The cost to the County is $2,221,910

Approve an aggregate budget allocation for a twelve-month period not to exceed $2,221,910; Claratel Behavioral Health - $75,000; Direct Service Cost - $1,321,910; Furniture/Fixture and Equipment - $70,000; Renovation /Infrastructure/ Other Facility Costs - $755,000. Authorize the Chief Executive Officer to execute all necessary documents
