PURPOSE:
An allocation of District 6 American Rescue Plan (ARPA) funding of $40,000 annual to total $120,000 for a 3-year commitment and sponsorship to support the DeKalb Chamber of Commerce with planning and establishing an Annual DeKalb County Education and Workforce Development Summit.
NEED/IMPACT:
The COVID pandemic over the past several years has highlighted the greater challenges and impacts in marginalized communities. The increase in mental health, violence and other detriments seen has impacted the future growth and opportunities of not only our youth and families but the overall economic success of the DeKalb County community as whole. The strength and economic vitality of every community is rooted in the success of its Education System. When leaders in communities, business, government, Higher Ed and K-12 systems work in concert with shared ownership, everyone benefits, especially our youth, our workforce, and overall economy.
Since 1938, the DeKalb Chamber of Commerce has served DeKalb County as the recognized and respected arm of the County to support our business members and the economy of DeKalb County by providing education, advocacy, and connection.
Education and Workforce Development is one of the key areas that the DeKalb Chamber advocates for to ensure a comprehensive approach to education policy and works on issues ranging from early childhood education and K-12 public schools to community college and university education, as well as workplace learning initiatives like apprenticeships.
This District 6 ARP appropriation will support the planning and establishment to convene a community ecosystem of leaders to discover and formulate solutions to strengthen birth through postsecondary education success and graduation rates, reduce loss of learning impacts, and create stronger workforce pipeline to address the educational disparities in DeKalb County (see attached proposal).
FISCAL IMPACT:

RECOMMENDATION:
Recommended Action
To approve the requested D6 ARP appropriation to the DeKalb Chamber of Commerce and authorize the Chief Executive Officer to execute all the necessary documents/contracts appropriate for this award.
