PURPOSE:

To consider acceptance of a grant, in the amount of $50,000 from the National Association of County and City Health Officials (NACCHO) to extend youth violence intervention strategies for 40 high-risk youth ages 14-19 at McNair & Redan high schools as identified by school district social workers and the Human Services Department community violence intervention plan (CVIP). The grant allows creation of an Action Team to develop youth violence prevention plans that build capacity using the public health/CDC model of improving social determinants of health that can decrease the risk of violence for youth. Implementation of the model will assist in reducing the risk of youth violence incidents at both McNair and Redan high schools which have been identified in the CVIP community assessment. This grant aligns with the current federal, DOJ, CVIP grant enabling the team to focus specifically on 40 high-risk youth in (2) high-risk locations. Grant dates:  January 2025 to July 31, 2025.

NEED/IMPACT:

This project addresses the need for 40 at-risk students in McNair and Redan high schools (identified as high risk CVIP clusters) as there are S.A.F.E. Centers in both high schools.  McNair has 737 students and Redan has 1047. The project impacts the need to reframe youth and community violence as a public health issue within DeKalb County.    In addition, the DeKalb Youth Commission (30 students) will be engaged and will work as members of the Action Team to offer insight and feedback on youth violence prevention.  The identified at-risk students will work with a team including CVIP Social Worker, DeKalb Department of Public Health (DPH) and HOPE Hustlers, who will serve as case managers. DPH will teach classes and HOPE Hustlers will provide case management and secure wrap-around services for students with the CVIP Social Worker and DeKalb School District Social Workers to mitigate youth violence at McNair & Redan high schools.

FISCAL IMPACT:

There is no fiscal impact to the General Fund because there is no match requirement.

RECOMMENDATION:

Recommended Action

Accept the federal funds of $50,000 from NACCHO; Authorize Finance to issue payments to subcontractors, DPH and HOPE Hustlers, and Authorize the Chief Executive Officer to execute all necessary documents.
