PURPOSE:
Awarded by the BOC on May 11, 2021 for an amount not to exceed $3,312,366.00 for the purchase of 800 Conducted Electrical Weapons (CEW) and includes instructor-lead and virtual reality training, master instructor school training, charging docks and accessories and unlimited cartridges with support over a five (5) year period. The new weapons will replace the inventory that was 7-9 years old and obsolete as the average lifespan for a CEW is five (5) years. The County received a trade-in allowance of $144,274.00 for obsolete inventory and an additional 10% discount for the use of the cooperative agreement. Police Services had been shifting weapons between on and off duty officers which is a potential life, health and safety hazard for officers. On November 10, 2025, the BOC approval Change Order No. 1 to upgrade the CEW from the Taser 7 to the Taser 10 and extend the contract for a period of ten (10) years with support over the life of the contract, provided for a discount for the roll-over of the remaining term to the new contract term plus a 15.6% discount purchasing off the competitively let NPPGov Contract No. P20270 via the Lead Agency, League of Oregon Cities. This request seeks to ratify the purchase 100 additional tasers.

Recommend approval of Change Order No. 2 with:
AXON Enterprise, Inc., 17800 N 85th St., Scottsdale, AZ 85255
Amount Not To Exceed: $1,442,514.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
