CO - Change Order No. 4 to Contract No. 1218886 Self-Contained Breathing Apparatus (SCBA) Purchase, Repair, & Maintenance (Annual Contract with 4 Options To Renew): for use by the Department of Fire Rescue Services (FR). This contract consists of the purchase, repair, maintenance, and management of the County’s SCBA equipment. This request seeks to increase the contract funds and term through March 30, 2026. This request also seeks a consent to assign the contract and remaining contract funds and term from Municipal Emergency Services, Inc. (MES) to MES Service Company, LLC. Awarded to: MES Service Company, LLC (formerly Municipal Emergency Services, Inc. (MES)). Amount Not To Exceed: $268,000.00.

PURPOSE:
Awarded by the BOC on July 14, 2020, for an amount not to exceed $1,443,757.20. On June 22, 2021, the BOC approved the 1st renewal option for an amount not to exceed $1,477,246.70. On July 12, 2022, the BOC approved Change Order No. 1 for an amount not to exceed $30,000.00 to support a contract term increase to allow additional time to obtain accurate manufacturer pricing and costs for the mandated equipment; to include the approved FY22 replacement project. On October 11, 2022, the BOC approved the 2nd renewal option for an amount not to exceed $5,234,646.00 and ratified a previously provided contract term increase to allow for the full replacement of all current inventory of self-contained breathing apparatuses. On August 22, 2023, the BOC approved the 3rd renewal option for an amount not to exceed $330,000.00. On August 27, 2024, the BOC approved Change Order No. 2 to increase contract funds for an amount not to exceed $100,000.00 and contract term through March 31, 2025, to allow the Department adequate time to refine their scope of work for a forthcoming solicitation. On March 25, 2025, the BOC approved Change Order No. 3 to increase the contract funds and term through September 30, 2025. Municipal Emergency Services, Inc. requested that all contract rights be assigned to MES Service Company, LLC due to internal reorganization. This request seeks to increase the contract funds and term through March 30, 2026. This request also seeks a consent to assign the contract and all remaining contract funds and term from Municipal Emergency Services, Inc. (MES) to MES Service Company, LLC. There will be no change in existing contract terms or conditions.

RECOMMENDATION:
Recommended Action
Recommend approval of Change Order No. 4 with:
MES Service Company, LLC., 6701-C NorthPark Blvd., Charlotte, NC 28216
and authorize the Chief Executive Officer to execute the change order and all associated documents.
