CO - Change Order No. 2 to Contract Nos.: 1284731 1284732, 1284730, 1284724 and Change Order No. 3 to Contract Nos.: 1284733 and 1296598 On Call Engineering Services (Multiyear Contract): for use by the Department Watershed Management (DWM). These contracts consist of providing on call engineering services that primarily include engineering studies, design, land surveying, construction administration, and related services for water and wastewater projects under the Capital Improvement Program (CIP) and Consent Decree (CD). This request seeks to ratify a previously provided contract term increase. This request also seeks to increase the contract term through December 31, 2026 to allow existing vendors the ability to complete current design projects that cannot be transferred to a new engineer. Awarded to Brown and Caldwell, Inc., CDM Smith, Inc., Tetra Tech, Inc., WSP USA Inc, Arcadis, and Freese and Nichols- Graham Joint Venture. CONTRACT TERM INCREASE ONLY.

PURPOSE:
Awarded by the BOC on March 8, 2022 to six (6) vendors for a total amount not to exceed $48,000,000.00 for on-call engineering. On November 5, 2025, Change Order #1 was approved via In-House Award allowing the vendors to utilize their 2025 rates. Solicitation 2025-051-RFP, On Call Engineering, is due for approval by the BOC on December 9, 2025, awarding eight (8) new contracts for this service. This request seeks to ratify a previously provided contract term increase. This request also seeks to increase the contract term through December 31, 2026. This increase will allow existing vendors the ability to complete current design projects that cannot be transferred to a new engineer that will be onboarding. Approval will allow existing projects to be completed within the given time frames for Brown and Caldwell, CDM Smith, Tetra Tech, WSP USA Inc, Arcadis U.S. Inc, and Freese and Nichols- Graham Joint Venture.
