PURPOSE:

In the approved 2024 DeKalb Operating Budget, $50,000 was allocated to each commission district as a Public Art Fund.  This $50,000 and a $3,994.00 allocation from the District 6 reserve for appropriations will be combined with a District 4 Public Art Fund allocation of $25,000 to total $78,994 which funds both the Scottdale and Clarkston community bridge projects (budget included).

 

NEED/IMPACT:

Murals are more than just artistic expressions on a wall; they are potent instruments for engagement and development, reflecting the spirit of the community itself. They can be a shared visual experience, promote community revitalization, foster creativity, cultural expression, and encourage community participation.

 

Living Walls is a respected organization that has collaborated in projects throughout metro-Atlanta. They have garnered the reputation of creating inclusive, intentional, thought-provoking public art to inspire social change. With over 10 years of experience curating and producing murals, installations, immersive experiences, community gatherings, and conversations, they are clearly the most competent in this field and we are confident that collaboration efforts to envision a space where public art acts as a social and economic engine, in our Scottdale community is foundational to the growth and evolution to channels the spirit and culture that speaks at the intersection of arts, culture, and social change.

 

City of Clarkston and representatives from the respective Public Works, Traffic Engineering, Public Safety, DWM, and Planning departments toured bridge location near E. Ponce/N. Decatur Rd in Scottdale and 1038-1020 N Indian Creek Dr., in Clarkston. We are coordinating as well with the DeKalb County Law Department and CXR to ensure all requirements are approved and met.  Stakeholders from both areas will be tasked to select the artist to complete these projects.

Increase appropriations for the following account by the amount indicated below: District 6 Reserves

Recommended Action

Approve D6 reserve for appropriations requests above and authorize the Chief Operating Officer, or his designee, to execute all necessary documents.
