PURPOSE:

To request approval of a resolution declaring the property located at 2117 Savoy Drive, Chamblee, GA, Parcel Identification Number 18-344-05-002, as surplus, and authorizing the sale and conveyance of said property to the Georgia Department of Transportation (GDOT) for the construction of transit lanes and related infrastructure improvements. The governing authority has determined that the property is no longer required for County public purposes and that its conveyance will serve a public benefit, as permitted by O.C.G.A. § 36-9-3(f).

 

NEED/IMPACT:

The GDOT I-285 Top End Express Lanes project will deliver significant benefits to DeKalb County and the greater Atlanta region. The proposed construction of transit lanes in an area identified for redevelopment will improve public transportation access, reduce congestion, and enhance connectivity within DeKalb County. The project is expected to support ongoing revitalization efforts in the surrounding area, create or sustain local employment opportunities during construction, and stimulate further economic activity. By conveying this surplus property to GDOT, the County furthers its strategic objectives of promoting redevelopment, economic growth, and improved quality of life for residents.  

 

FISCAL IMPACT:

The sale of the property will result in revenue to the County equal to $1,122,758 as negotiated with GDOT. Conveyance of the property also eliminates ongoing County maintenance obligations and returns the property to productive public use, providing long-term economic and community benefits.

 

RECOMMENDATION:

Recommended Action

Staff recommends approval of the attached resolution authorizing the sale and conveyance of the surplus County-owned property at 2117 Savoy Drive to GDOT for public transit improvements. The resolution further authorizes the Chief Executive Officer to execute all necessary documents to complete the transaction in accordance with O.C.G.A. § 36-9-3(f).
