PURPOSE:
To consider entering into agreements with the Georgia Department of Transportation for GDOT to provide preliminary engineering oversight and funding for the Michelle Obama Trail Extension project;
To consider authorizing the acceptance of $1,500,000 from GDOT for the preliminary engineering phase of this project;
To consider reserving $405,000 of SPLOST funds from line item 1B - Federal and State Transportation Project Matching Funds for Transportation Purposes for GDOT oversight costs and to match the GDOT preliminary engineering funds; and
To consider authorizing the Chief Executive Officer to execute the necessary documents pertaining to this project.
NEED/IMPACT:
DeKalb County was awarded $3,617,500 in FY 2023 Congressionally Directed Spending for an extension of the Michelle Obama Trail from Waldrop Road to Conley Creek, or possibly to Flakes Mill Road. These funds will be managed by GDOT. To begin the preliminary engineering phase, GDOT requires the signing of a Memorandum of Agreement that establishes the county’s and GDOT’s responsibilities during the design process. GDOT also requires the signing of a Project Framework Agreement which sets the conditions for accepting GDOT funding.
FISCAL IMPACT:
The $375,000 preliminary engineering match and the $30,000 oversight fee payment are proposed to be funded from SPLOST line 1B.

Recommended Action
