PURPOSE:
Consider approval of a contract between DeKalb County and Scottdale Early Learning, Inc., a nonprofit organization, to implement the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program as designed at no cost to the County.
NEED/IMPACT:
On November 19, 2024, the Board of Commissioners approved a grant in the amount of $877,856 from the Georgia Department of Public Health to fund the DeKalb Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program (File #: 2024-1414). Of this amount, $410,582 has been allocated for a contract with Scottdale Early Learning, Inc.
Scottdale Early Learning, Inc., a nonprofit organization, will implement the Parents as Teachers (PAT) home visiting model using the PAT Foundational Curriculum. The organization will serve 120 at-risk families in DeKalb County by providing developmental and health screenings, facilitating group sessions, and connecting families to community resources.
To ensure fidelity to the evidence-based PAT model, staff are trained in accordance with the PAT Essential Requirements. Scottdale Early Learning is also responsible for identifying eligible families, referring them to the First Steps screening process, and administering all screenings and assessments in line with both PAT and MIECHV guidelines.
In addition, Scottdale Early Learning, Inc. utilizes the MIECHV data system, GEHOVIS, to input data and generate reports on all required program metrics. The organization contributes to the development of quarterly and annual reports for the DeKalb MIECHV Program.
Scottdale Early Learning ensures compliance with all child abuse reporting laws, criminal background check requirements, and internet security protocols. It represents the DeKalb MIECHV Program at relevant meetings and events and assists with the preparation of funding proposals and supporting materials as needed.
The organization is also responsible for providing at least two First Steps engagement opportunities per quarter-eight annually-to survey families. Additionally, it must screen a minimum of 25 families each month using the First Steps screening tool, totaling 300 families per contract year. At least 300 DeKalb County residents-expectant mothers and/or caregivers of children up to age five-will receive First Steps services, including a minimum of two resource referrals per family.
The contract would be in effect from October 1, 2024 - September 30, 2025
FISCAL IMPACT:
There is no fiscal impact to the General Fund because there is no match requirement.

To approve the resolution and authorize the Chief Executive Officer to execute all necessary documents and authorize disbursements for the contract between DeKalb County and Scottdale Early Learning, Inc. for the provision of the DeKalb Maternal Infant & Early Childhood Home Visiting (MIECHV) Program Services, in an amount not to exceed $410,582.
