PURPOSE:

On November 26, 2025, Purchase Order No. 5058654 was issued for continued maintenance and support of the DCR Digital Recording System audio and video equipment used in the County’s courtrooms, conference rooms, and the Maloof Auditorium. This request seeks approval of the sole source and ratification of a previously issued Purchase Order No. 5058654. BIS Digital, Inc. is the sole developer, designer and manufacturer of these products and services, and is the only certified and authorized reseller of facilitates, sales, installation, programming, and training.  Furthermore, BIS Digital, Inc. engineered, installed, configured, and supports all DeKalb County courtrooms and conference rooms located at the DeKalb Courthouse, the Sam's Street building, and the newly remodeled Maloof Auditorium. Failure to approve this request would result in extended downtime, productivity loss, and loss of functionality such as inoperable audio and video equipment.
