PURPOSE:
The Recreation, Parks and Cultural Affairs Department has developed new fee schedules for the golf and tennis services at Sugar Creek Golf and Tennis Center and seeks Board of Commissioners acceptance and approval of the new fees effective 01/01/2020.
NEED/IMPACT:
After reviewing regional fee schedules at similar facilities, the RPCA department made modification to the fee structure at Sugar Creek Golf and Tennis Center. Under golfing services, the new fee schedule is a slight variation of the previous one approved by the Board with a few new options. New options include a weekly Ladies Day to be offered each Tuesday and a monthly membership program instead of an annual membership program. The new golf fees also allow for fee adjustments based on market and seasonal weather conditions as well as promotional events.
The proposed tennis fees include an adult annual pass (ages 18-59), a youth annual pass (ages 17 and under) and a senior spouse annual pass (ages 60 and older) that were previously unavailable to the public. Also new is a fee for Flex Match League Play, a per court/match fee for tournaments and the requirement that each Tennis Instructor pay DeKalb County 20% of all income received from their tennis lesson programs.
FISCAL IMPACT:
Annual revenues from the Sugar Creek Tennis program are estimated to be $20,000 in 2020. Golf revenues are estimated to be $328,300 in 2020.

Recommended Action
To approve the resolution for the new fee schedules at Sugar Creek Golf and Tennis Center effective 01/01/2020; and authorize the chief executive officer to execute all necessary documents.
