CO – Change Order No. 3 to Contract No. 1301520 On-Call Water and Sewer (Multiyear Contract with 2 Options to Renew) for use by the Department of Watershed Management (DWM). This contract consists of providing on-call services for the installation and repairs of various sizes of water and sewer pipes. The work also consists of providing the means to respond to emergencies and unforeseen failures or malfunctions throughout the County’s distribution system. This request seeks to increase contract This request seeks to increase contract funds and scope. The requested increase will assist in replacing an existing 2-inch galvanized main with a new 12-inch main and replacement of 16-inch and 12-inch diameter watermains prior to the completion of the City of Avondale’s Streetscape project scheduled for completion no later than December 31, 2025. PURPOSE:
Awarded by the BOC on October 11, 2022, in an amount not to exceed $99,619,477.21 to (4) four vendors. On August 8, 2023, the BOC approved Change Order 1 to Contract No. 1301520 to increase the scope of work and funding for an amount not to exceed $18,174,809.12. On October 10, 2023, the BOC approved Change Order No. 1 to Contract No. 1301526 to increase the scope of work and funding for an amount not to exceed $22,080,696.05. On December 10, 2024, the BOC approved the 1st Renewal Option to Contract Nos.: 1301520, 1301523, 1301524, and 1301526. On June 8, 2025, the BOC approved Change Order 2 for Contracts 1301526 and 1301520 and Change Order No. 1 for Contract No. 1301523 in an amount not to exceed $59,245,720.87. These contracts consist of providing on-call services for pipe replacement and repair services on water transmission, distribution mains, service lines, and repair or replacement of sanitary sewers. These contracts also provide emergency repairs to existing water mains, gravity sewers, and force mains. This request seeks to increase contract funds and scope. The requested increase will assist in replacing an existing 2-inch galvanized main with a new 12-inch main and replacement of 16-inch and 12-inch diameter watermains prior to the completion of the City of Avondale’s Streetscape project scheduled for completion no later than December 31, 2025.
Allowing DWM to proceed with this project during the Avondale streetscape project will be the most opportune time, enabling the County to save money and demolition time. DWM requested pricing and schedules from three current DeKalb County vendors. GS Construction provided the overall best pricing as well as a schedule that allows for project completion prior to December 2025. If change order not awarded, the City of Avondale may face delays from the continued repairs to the 2-inch galvanized main. Upsizing the pipe at a later time will incur increased costs for the County, including repaving curb to curb and conducting 100% concrete restoration. Waiting to perform this work will not only result in additional time and costs to the County but will also disrupt the citizens that travel, work, and live on College Avenue as well as the businesses in the area.

Recommend approval of Change Order No. 3 with:
GS Construction, Inc., 526 Lyle Circle, Lawrenceville, GA 30046
Amount Not To Exceed: $9,326,533.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
