PURPOSE:
Retaaza, LLC has been engaged to establish and operate the DeKalb Farm Fresh Mobile Market to increase access to affordable, fresh, and locally sourced food for residents throughout DeKalb County, with a particular focus on food-insecure and low-income communities. The scope of services primarily includes, but is not limited to, operating a mobile farmers market that provides fresh produce, eggs, dairy, and other locally produced food items; coordinating with DeKalb County and DeKalb Public Health, as appropriate, on program operations, outreach, and marketing; developing a mobile market schedule and target audience profile; and managing the day-to-day operations of the Mobile Market. The services also include: 1) sourcing seasonal products with a preference for Georgia growers and local producers; 2) building community partnerships and supporting public outreach and marketing efforts; 3) collecting and reporting program data and performance metrics, including quarterly and annual impact reports; and 4) conducting regular coordination meetings with County leadership to monitor program performance and ensure the successful implementation of the Mobile Market initiative. This request also seeks approval to ratify Purchase Order No. 5080905, issued as an initial installment payment to be made prior to commencement of work.
NEED/IMPACT:
These professional services will allow Retaaza, LLC to establish and operate the DeKalb Farm Fresh Mobile Market, expanding access to fresh, affordable, and locally sourced food for residents in food-insecure and underserved communities throughout DeKalb County. The services will support the County's efforts to improve food accessibility, promote healthy eating, strengthen partnerships with local growers and community organizations, and provide measurable program outcomes through ongoing reporting, outreach, and coordinated implementation with County leadership and DeKalb Public Health as appropriate.

Funding for the Services is authorized pursuant to the approval of the Fiscal Year 2026 Annual Budget Resolution.

To Approve an appropriation to Retaaza, LLC at 3423 Piedmont Road NE, Suite 244 Atlanta, Georgia 30305 for an amount not to exceed $378,000.00 and authorize the Chief Executive Officer to execute the contract and all associated documents in a form acceptable to the County Attorney.
