PURPOSE:
Awarded by the BOC on December 4, 2018, for an amount not to exceed $20,348,555.00. On September 26, 2023, the BOC approved Change Order No.1 to increase the funds and term through December 31, 2024 for an amount not to exceed $6,300,000.00. On December 17, 2024, the BOC approved an amendment to Change Order No. 2 to extend the contract through March 31, 2025 and increased funds in the amount of $2,182,500.00 for continued operations and community initiatives to enhance the quality of life for pets and people in the County. On March 25, 2025, the BOC approved Change Order No. 3 to extend the contract through June 30, 2025 and increased funds in the amount of $2,182,500.00 for continued operations and community initiatives. On June 24, 2025, the BOC approved Change Order No. 4 to extend the contract through September 30, 2025 and increased funds in the amount of $2,182,500.50. On August 12, 2025, the BOC approved Change Order No. 5 to extend the contract term through December 31, 2025 and increased funds to include a friendly amendment for the Litter Registry Public Education Campaign and the Feral Spay and Neuter Project for a total amount not to exceed $2,262,500.50. This contract consists of the management of animal sheltering operations and animal services for the DeKalb County Animal Shelter. These initiatives include Free Mobile Clinic Pet Wellness Services, SNIP DeKalb (Spay/Neuter Impact Program), Pet Food Bank and Access to Veterinarian Care. This request seeks to ratify a previously provided contract term and rate increase. This request also seeks to increase contract funds, scope and term through December 31, 2027. Included in this request is annual base services at $9,900,000.00, Community Initiatives and expansion of programs such as the SNIP DeKalb program Mobile Clinic, Pet Food Bank and Access to Veterinary Care, funding for Community Outreach Initiatives designed to assist animal owners to retain animals in their homes, Supplemental Upstream Support (crates, leashes, emergency pet supplies, etc.) and a transport van for service and focus on the areas of most need is requested. The total request for 2026 Services with the Community Initiatives prorated for April-December 2026 is $10,867,500.00 and 2027 services with a 3% increase is $11,377,000.00. This extension will allow for the completion of research and development of an updated scope of work for solicitation.

Recommend approval of Change Order No. 6 with:
Lifeline Animal Project, Inc., 129 Lake Street, Avondale Estates, GA 30002
Amount Not To Exceed: $22,244,500.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
